Senator Biden during the Bolton confirmation hearing today:

"I think we have undermined our authority and shirked our constitutional responsibility," Biden said.

Perhaps Senator Biden could point out the responsibility granted to the Senate Foreign Relations Committee by the Constitution. We have our copy right here, but we couldn't find any mention of that committee. Or, maybe Biden is just being a self-important windbag again.

Senator Voinovich is apparently going to vote "well, sorta, but not really" on the Bolton nomination. A bit of wishy-washy Kerry-esque nuance from the Senator from Ohio.
